Also, it looks like a powerful attack vector. Just slip a questionable content onto a victim's phone - and voila, a lot of trouble is under way, probably irreversible.

Especially because you can take photos with someone's phone without locking it. All you need is brief physical access to the phone.
This looks easy critical attack method I've never come up with. Very realistic CGI shown on tablet could be used for that, instead of real CSAM.
Why not both? Use the phone to take a picture of real CSAM.
You also need brief physical access to a naked child at the same time as the phone. That may be a bit more difficult to arrange.
Or a tablet displaying such an image. Even if you can tell it's a photo of a photo, it's not like a reviewer is going to go "oh that's fine then"
No, you just need a reasonably high resolution photo of one.
