To those worried about regulatory capture, this EO just being about keeping incumbents in power, etc:

Even sans-regulation, do non-incumbents really have a chance at this point? The most recent major player in the field, Anthropic, only reached its level of prominence due to taking a critical mass of former OpenAI employees, and in a year reached 700 million in funding. Every company that became a major player in the AI space in the last 10 years either

1. Is an existing huge company (Google, Facebook, Microsoft, etc)

2. Secured 99.99th percentile level venture funding within the first year of its inception due to its founders preexisting connections/prestige

Realistically there isn't going to be a "Facebook" moment for AI where some scrappy genius in college cooks up a SOTA model and goes stratospheric overnight, even in a libertarian fantasyland just due to market/network effects. People just have to be realistic about the way things are.
