I had to read this article a couple of times before I got it. I guess dependencies can make an app warm blooded, but Docker or containerization can also paper over some of these issues. However, whenever I choose libraries for a project I do alot of research to make sure that the libraries themselves are "cold blooded" too, as even one badly chosen library can cause your project to fail in 10 years time
