Cars don't know about school zones and the reported data lacks even the signal of "50 in a 25." It's just a boolean: speeding, true or false. I'm skeptical of the idea that 61 in a 60 zone should be considered as dangerous as 130 in a 25, for example.
It would be up to the insurer and how their models reflect and manage risk. The point being, individual insurers would be able to better price insurance based on discrete customer behavior.
I'm curious how that would play out. Speeding is a risk, doing it in a school zone when classes are getting out is a bigger risk, but driving at 3AM is also a big risk.
