Because we have the benefit of hindsight. We tried putting the responsibility in programmers' hands. It didn't work. We're now learning from that experience and building better tools that can do the same job, more safely. It's foolish not to use them.

No one is expecting the new languages to make computing suddenly error-free from top to bottom. It's about reducing the size of the surface where errors can be introduced. You're attacking a strawman here.
