I have a few people on my team that do not care and seem to be incapable of caring. I'm trying to get them removed but it takes months.

In the meantime, I'm deeply worried that the solid performers will find other opportunities and leave because they can find new jobs in a few weeks.

If you're not directly responsible for them I wouldn't bother. That they're still in the position they're in is indicative of a problem in management and it won't change, no matter how much you push for change. Just collect the paycheck and look for something better, or create something better.
