I tend to think rankings in language competency are somewhat bogus. Singapore may very well be number 1 if you can get past Lah but both Norway and the Netherlands impose stringent English requirements to graduate from high school (NL I am confident. Norway less so) - but anyone who has been to both Amsterdam-Hague-Utrecht and then Maastricht can testify, what's retained depends on where you go. Not all Dutch share the fluency of the western edge urban Landscape.
