I don't know exactly what you mean by that, but if you can get a 40 year prison sentence for "that kind of content", then it is illegal.

So are child pornography statutes. Canada's [0] has lots of subjective clauses open to judicial interpretation, such as whether the content "has a legitimate purpose related to.. science, medicine, education or art". How do you draw that line? Potter Stewart’s famous quip applies here too
