The elected official in the WH wanted doge to have access, therefore the political appointees in the DoT wanted doge to have access. The career civil servants in the IRS did not want doge to have access. Therefore, the political appointees in the DOT agreed with the elected official in the White House that the civil servants could win this one.
It's not weird wording, we just have a complex government.
