Because that takes too much time. They are using proxies biased towards false negative rather than false positive to filter large numbers of candidates.

Making a bad hire takes more time.
For the company, not the candidate.
Asking candidates to devote a significant amount of time to your hiring process is itself another kind of filter that will weed out candidates who are already working and don't have much free time, or whose time is more profitably spent elsewhere.
