Yes it is. you can fork the roslyn compiler and toolchain here: https://github.com/dotnet/roslyn It's even an mit license one of the most permissive.

When you attempt to use .net toolchain on mac or anywhere else you are met with a clear disclaimer that it is microsoft IP. doesnt matter what license roslyn has
