If I was the state, conspiring against the people, the first thing I'd do would be to program the masses to ridicule the intelligent ones who spot the signs and theorise about a conspiracy - I'd teach the masses to point and laugh at wacky "conspiracy theorists"
What I would do is spread obviously ridiculous theories in order to distract attention from the real problem.
"Obviously ridiculous" - this often depends on whether you are aware of certain pretexts or not.
For example, whether or not you're aware that the banking system is collecting interest on all the money in the world, every second of the day, and it created it all out of thin air.
