I am a little puzzled why Denmark cares so much about this. Most of the 'yes' countries were, as far as I can see, more or less taking a "yeah, okay, whatever" approach (hence a fair bit of wavering once Germany became a 'no'), but Denmark seems desperate to push it.

Not really. Its very minor compared to most other European countries.
From what I've read it is at least a major theme in their national discourse, of course that doesn't mean that the statistics support that it is actually a major problem. But probably at least a lot of people (voters) feel that it's a major problem, so that makes it something for politicians to want to take into account /use for their benefit.
