Trump already back-pedaled the H1B changes. They're one-time, instead of annual, now and don't apply to existing visas. Much like this "operation", the change will achieve nothing now.

Fewer new H1Bs would seem to benefit existing H1Bs and reduce competition for permanent residence.
It's not "nothing", it still prevents the vast majority of future prospective visa applicants from being able to afford the fee, and that could have major effects on American businesses.
