Does this mean that when you disable, all labels are deleted, and when you turn it back on it has to re-scan all of your photos? Could this be a cost-saving measure?

In that case, they should make it the other way around — you can enable this only three times a year.
They should do it the other direction, then: if you turn it off more than three times you can’t turn it back on.
But that's less good for profit. Why would they give up money for morals?
Esp. when you can just eat money to survive when you relocate to the Mars, no?
