Presumably it can be used for filtering as well - find me all pictures of me with my dad, etc.

Sure but if it was for your benefit, not theirs, they wouldn't force it on you.
Precisely. The logic could just as easily be "you can only turn this ON three times a year." You should be able to turn it off as many times as you want and no hidden counter should prevent you from doing so.
