AFAIK these only work for the Copilot in VS Code. Not in Rider or other tools, which require just the single file.

I really like the style started by Cursor(?) where you can apply prompts only when the LLM touches a specific type of file - but there is no standard for it so we get stuff that only works in a limited set of circumstances.
