Modern nukes explode high in the atmosphere, so "hitting" is not very difficult. They aren't exactly precision weapons.

Modern nukes explode high in the atmosphere, so "hitting" is not very difficult. They aren't exactly precision weapons.
They are quite precise - a hundred meters or so. Air bursts just do more damage.
