I believe that it was generally held at the time (by the rich anyway), that the poor were poor because of some sort of defect of character. Not because of lack of access to education and other resources. It is an idea that is super appealing to the rich and seems to be making a comeback.

I’ve always assumed that this is why tax cuts for the rich are acceptable to voters.
‘I’m not defective and lazy like those poors. I’m going to be rich soon and don’t want high taxes when I get there.’
My perception as a non-American is that this is a US thing.
Unfortunately they export it.
I’m in New Zealand and we have some populist leaders who’s policy seems to be tax cuts and cancelling anything they perceive as woke (a term they can’t seem to define).
