You need to rethink about this tierings https://docs.brew.sh/Support-Tiers many teams have old MacOS versions for build and other purposes and they face issues when they need to use packages for old versions. For example I use fully automated machine creation (packer, tart, vmware, etc.) and when we need to update let's say Monterey image it require to compile bunch of packages which is real headache.
