Those factories are outside of Ukraine, in Europe. A lot of people (both pro- and anti- Russia) seem to be hoping that Russia will attack Europe to stop Ukrainian drone attacks.
So I have to make it plainer. Those factories are not all in Ukraine. The governments of the countries who host the factories have switched their rhetoric from 2023. Back then it was "oh, we cannot arm Ukraine with weapons with range longer than 100 km, because then according to international law we are complicit in attacking Russia and Russia has a legal right to strike us back". But in 2026 attacks on non-military targets are celebrated by the same governments who are now proud to have contributed to the hits.
Afaik, Europe is not in solidarity on no long range weapons and it's mostly driven by the US who is trying to get out of helping Ukraine. So which countries are given the drones and which countries said no long range attacks?
An aggressor state doesn't get to cry foul play. I don't care what Ukraine has to resort to so they can defend their sovereignty. If Russia doesn't like how the game is being played, they can take their ball and go home.
I admit I've had the privilege of not following the war between Russia/Ukraine very closely, but your question seems to assume that Russia has been clearly delineating between civilian and military targets. "UN Meetings Coverage and Press Releases : Russian Attacks in Ukraine Show ‘Clear’ Pattern of Targeting Civilians, UN Officials Stress, as Security Council Speakers Call for Urgent De-escalation" [1] from Jul 9, 2026 suggests that is not the case and claims "16,402 civilians, including 802 children, have been killed in Ukraine"

Ukraine has been pretty openly targeting civilians since 2014 and didn't stop in 2022. It's just (very reasonably) judged differently when one country commits war crimes while aggressively attacking another and when a country crosses that line while defending themselves against a much larger foe.

Russians fire at everything in Ukraine, military and civilian. They'd obviously fire on those factories except they can't find them.
Who cares what the justifications Ukraine uses, they are fighting for their existence against Russian invaders and are not openly targeting civilians.
