I wouldn't recommend that strategty. EU-NATO defence spending is increasing and having the front-line pass over you is somewhere between an extremely harrowing and a deadly experience.
You can immediately (and reasonably safely) get the strong and traditional ruler you want by just migrating over. Russia says they respect national minorities, and they offer incentives for workers willing to migrate. What's stopping you?
