Why don't they pop into existince? Why do they need to do all that slaving away under someone else who's paid their dues.
Why can't any old specialized industrial equipment tech or millwright or HVAC guy take some night classes and a $300 test?
Because the government says so.
These people would "pop into existence" if not for a protectionist gravy train paid for and maintained with our tax dollars. The gravy train can stop any time. It's just a question of political will.
As a guy who does HVAC as a hobby, this post is hilarious, nobody should take it seriously.
I can see exactly where the practical experience would be invaluable.
