Salt... it has lots and lots of salt in it. It's been sitting for 20+ years. It isn't going to "compost" any more than it already has.

it is sitting right next to the ocean, which is where all that salt came from, just put it back
The fish came from there too.
Well that makes a whole lot of sense.
