So, this won't work on any regular bike that has a fender, which is most 'regular' bikes people would use for city-driving/daily commutes. (At least in area's that get rain occasionally.

You could replace your regular fender/mudguard with an "ass-saver" type that sticks out parallel to the ground.
But in any case wet tyres would have a negative impact on the ability of this device to efficiently drive the tyre.
