You only accept the risks of driving because its normalised in your community. In many communities, public transport is the norm and it would be considered foolish to hand over car keys to a majority of the population.

Sure, but the news usually writes it in the relative terms of their viewership. It's alright it's not an absolute so as people can relate to where the news org would rank concerns relative to them.
