Optimistic take. The PCs are very good at convincing the NPCs that nothing they do can matter. Keep 'em poor, keep 'em sick, keep 'em stupid, control the women and all that.
Surely we can find a gang of plucky PCs to outwit the ones convincing the NPCs?
Wtf have we been playing TTRPGs for if not to prepare for exactly this?
