In this case it’s just SPS. It became a massive school district with expected bloat. As a result lots of money went to waste programs like edutainment apps and social justice programs. Kids with wealth parents opted out and that made funding problems worse because without stable kids to average out the pool the student body became more resource intensive which drove the typical urban failing school cycle.
