In the UK, nothing. There are far more important laws to enforce.
You will get some fat whiny old guy bitching about it to anyone who will listen, but you literally could not pay Ofcom to take an interest, and there are only about two people in the whole of the UK who have the skill to do anything about it.
Don't Ofcom still raid the odd shortwave pirate occasionally if they're broadcasting in one of the GMDSS bands? Fairly sure it happened to a station a few years ago but I could be misremembering.
Then again, as you say, they probably have much better things to do. Would be nice to hear more stations popping up on MW too as all the legit stations leave the band.
