I am not talking about manufacturing but the resources necessary to build them.
But they have the resources to build nuke plants?

The person I was responding to made the claim that renewables makes a country sovereign. I am saying it doesn't and it seems like you agree so I don't understand your point.
I never made the claim that nuclear would make a country sovereign. Only a small number of countries could have sovereignty with nuclear.
