And the the DOJ came back wanting to lay additional charges (other than those dropped in July) and Hearn was back in court in August and September arguing that the case should be dropped with prejudice so the original criminal case is permanently ended and to block the Trump administration from filing the same claim again.

The current sitting POTUS is a deeply petty man, pathologically incapable of letting perceived grievances rest.
