The main Rails application that DHH created required restarting ~400 times/day.
Twenty years ago, for a brand new web framework written from scratch, and by then they had already fixed it.
Every web framework was trash at the time. And the alternative was custom PHP code probably ridden of SQL injections.
I used TurboGears and restarting your web server with a cron job was a pretty common suggestion to "handle" memory leaks.
As Zed said, it was fastcgi. But yeah, Rails 1.x got a lot of hype before it had a functional application server.
