If you give a toddler a gun and it shoots someone, it's the toddler's fault, not the gun's right? But you don't give toddlers guns. You don't say "well toddlers just need to be more careful".

Are toddlers being hired to do government work nowadays, including as police officers?
As far as reasoning abilities goes it would seem so.
