With less energy drawn over the wire, the transmission cost goes down since less transmission infrastructure being used. The overall transmission cost should go down as well since there's less need to expand the transmission infrastructure.

Why? Overall transmission cost are defined by highest possible consumption, and solar panels have practically no effect on that parameter.
In places where people run airconditioners, they do have an effect. Peak consumption coincides with peak solar generation.
Not perfectly though - your air conditioner will keep running for several minutes after the sun goes behind a cloud.
