Healthcare systems everywhere are overwhelmed, and inflicting unnecessary hurdles just to get rid of/delay people, who don't 'fight for their right'. You have to put in the effort, the system will not (even if it would save money in aggregate by moving issues from expensive urgent care to cheap prevention).
