Not exactly - Starlink is civilian. Starshield is their service for the US military. According to what Musk said recently, it is apparently under the control of the US military (he said he didn't know anything about service being disrupted for the Ukrainian military recently because the US military fully controls it). But yes, I can understand why it could still be considered a potential target. War is ugly, and associating with it in any manner is bound to tarnish one's reputation.
