Ah, yes, that pesky FCC for regulating a public shared frequency spectrum. Im sure everybody will just behave in a vacuum of rules and wouldnt possibly do anything bad.

It seems to work okay over here in the UK.
Ofcom is the UK equivalent of FCC. You've got regulations too.

*Maaaaybe* if you start keying up and talking over VHF channel 16, you'd get someone from Ofcom out.
Someone buying a couple of cheap Baofengs and accidentally stepping all over the local shopping centre's security guard radios? Not a chance.
