This bill seems to be aimed at the situation where your purchase a copy of some game, and then the game becomes unplayable because some online service it depends on goes away.

For most MMORPGs nowadays the game client is a free download. You only pay for the online service. I seriously doubt they will draft this in a way that would cover that.
