Ok, so the plan is to stop z.ai, DeepSeek, and all other non-American labs from developing models entirely, full stop? How do you plan to enact this large scale system of international coordination? Asking politely?

My point was that it can't be stopped unless we kill the industry entirely. Once the cat is out of the bag, you can no longer control it.
