but why would you need an HOA for that? If your neighbor drops their junk on the street you can just call the cops on them yourself

Because in many places, having things in your front yard is not a crime? It could be car parts, could be children's toys, could be trash. If you don't have a city that enforces that, HOA or a management company which the owner/renter goes into contract with is the best way to manage that.
