Keeping buggy, hard to mantain and complex code in a operating system in name of compatibility is not something benign as you seem to think it is. Instead it is putting marketing ahead of security.

The world should not be made more vulnerable just because someone in Idaho would be pissed because if they can't run Photoshop 2.0 anymore in a newer version of an operating system.
