The article is wrong, Elon didn't make the decision to limit Starshield. The US government did.

As to Europe "outpacing the US", that is a major LOL. Europe is facing many serious challenges (see the civil unrest in France and the UK for instance), and is also economically far behind.

We'll see how things unfold with the tech industry... ;-)
