This can be interpreted as a form of soft layoffs, or it can also be interpreted as an attempt to change their labor culture. Microsoft was notorious for stacked ranking, where supposedly "low performers" were regularly culled. If you offer low performers a smooth way out, it's another form of culling without the harsh push.
