You doubt correctly. The law is about blocking IMEI numbers of phones that use the 3g network to dial 000 despite being 4g devices.

Can you tell me which division (i.e. 2.1) and specific point you are referring to? Sections seems to jump 3 by 3 from one page header to another
The exploit stops the phone from being able to make any outbound calls. That’s like saying that because I can drop my phone in the toilet and lose the ability to dial 000 all phones must be waterproof or they will be kicked off the network.
The law was very specifically focused on preventing devices that operate on 4g for all calls except 000 from connecting to the network.
They're actually saying if you drop your phone in the toilet, but fish it out and only the 0 button is broken, your carrier will ban you from their network. Obviously this doesn't happen.
