I think the following should be done. Either this, or eventually DataKrash will happen. International coordinated emergency should be declared with an immediate order to shut down all non-critical internet exposed services. Critical services should be put under armed guard and remote access should be disabled except for whitelisted critical staff. Then lustration of programmers should begin. Everyone who ever coded in C(rime) language and any descendant languages would be barred from this profession at least for next 30 years. Then maybe new software will be written with due care, and any new services should be put online only when written without any C - no OS code in C, no library code in C, no C conventions, etc
