First, 'nearby' can be a 1 hr drive and still be worth it to commute every few days. Second, tornadoes, storms, and floods have exactly that pattern where damage can be block by block.

But it is still cheaper to stockpile some generators and gas than stockpile a cybertruck. If there's an EV charging station up within a 1 hr drive, gas stations are also going to be up.
