Wyoming has the benefit of having practically nobody living there. If it ever becomes populated, that will change.

Wyoming is also the reddest state in the country.
That usually goes with “nobody living there.” It’s a lot easier to fear and blame others for your problems when you don’t have to live peacefully among them.
